      Description

      Issue description:No verification email is sent out when setting User Registration as Verified
      Steps:
      1, Install EE 7.1.0.2676 with FQDN
      2, Set up SMTP dumping emails to local folder
      3, Set up Site Settings - User Account Settings - Registration Settings - User Registration as Verified
      4, Start a different browser and register a new user
      5, Check email folder and try to find the verification email
       
      Actual results:There is no email with verification link so that user can click the link to finish the verification process
       
      Expected results:There should be an email with verification link so that user can finish verification process
