      Description

      Issue description:Password Strength Check setting does not work properly
      Steps:
      1, Install EE 7.1.0.2676 with FQDN
      2, Go to Host Settings - Advanced Settings - Membership, and uncheck Password strength check
      3, Log out as host and register a new user
      4, Log on as the new user and change the password through Manage Password
       
      Actual results:
      1, When registering new user, there is no password strength check, which is correct
      2, When changing user password, there is password strength check
       
      Expected results:There should not be password strength check when changing password with the host setting unchecked
